Festival DARY : le ministère de la Culture visé par une plainte pour violation de propriété intellectuelle

À l’occasion du tout premier Conseil des ministres de l’année, en date du mercredi 23 janvier dernier, Mme Madeleine Alingué s’est félicitée du succès remarquable du Festival Dary qui avait eu lieu du 22 décembre 2018 au 2 janvier 2019. Dans le compte rendu dudit conseil, la ministre avait exprimé son désir de pérenniser le festival Dary par un acte légal, mais aussi d’élargir ses contours en bâtissant un « village » permanent représentatif du Tchad à N’Djamena.

Cependant, deux jours plus tard, des nouvelles révélations faites par les initiateurs du Festival de Mode et des Traditions Tchadiennes (FESMOTT), Hisseine Adamou Camara et son équipe, contestent la propriété intellectuelle réclamée par la ministre du Développement touristique, de la Culture et de l’Artisanat, qui attribuait plus tôt l’initiative du Festival Dary à une agence du Gouvernement, dont la tutelle revenait à son ministère.

Dary est « un concept né de l’ambition de l’Office National de Promotion du Tourisme et de l’Artisanat et des Arts de faire de N’Djamena un carrefour de brassage et de validation des différentes cultures du Tchad. » insistait le ministère au cours de ses campagnes de promotion peu avant ledit festival qui a attiré des milliers de visiteurs de par le Tchad et au-delà.

Vendredi 25 janvier, ceux qui réclament la propriété intellectuelle du Festival Dary ont à travers un point de presse exprimé leur déception vis-à-vis de l’attitude « des personnes, qui à travers le pouvoir qui leur est confié manipulent et récupèrent les œuvres de l’esprit qu’elles sont censées protéger et les utilisent pour leur gloire personnelle. »

Cette « injustice » disent-ils méritent des dures sanctions.

« Si les multiples discours du Chef de l’État sont en faveur d’une jeunesse qui ose et d’un Tchad de l’excellence, en voilà d’autres qui œuvrent pour freiner cette ambition et qu’il convient de dénoncer. » déplorent les concepteurs du festival Dary.

La ministre du Développement touristique, de la Culture, et de l’Artisanat dont certains sympathisants du FESMOTT réclament la démission ne s’est pas officiellement prononcée sur les accusations qui pèsent sur son ministère.
