« Pas opportun » d’organiser un forum numérique au Tchad, alors qu’une censure pèse sur Internet et les réseaux sociaux depuis plus d’un an

Internet est globalement censuré au Tchad depuis plus d’un an. En mars dernier, le gouvernement avait décidé de restreindre accès aux applications mobiles les plus utilisées telles que WhatsApp et Facebook. Officiellement, selon les autorités, cela, pour des raisons sécuritaires et de lutte contre le terrorisme. Mais les défenseurs des droits fondamentaux ne sont pas convaincus par cette justification. Ils soulignent qu’il s’agit plutôt d’une violation de la liberté d’expression, et réclament la levée de la censure.

Depuis, les internautes tchadiens passent par des moyens plus coûteux, notamment des systèmes VPN pour contourner ledit embargo. Mais incompréhensible surtout pour cette nouvelle génération entrepreneuriale qu’un forum dédié à l’entrepreneuriat et la relance de l’économie numérique au Tchad soit prévu pour le 11 au 13 juin prochain, alors qu’il n’existe virtuellement plus d’Internet au Tchad. Ils exhortent à travers une campagne baptisée Non au forum Tchad Numérique, le gouvernement à rétablir d’abord Internet avant de vouloir “ créer un cadre d’échange entre les acteurs de l’écosystème ” comme l’ont indiqué les organisateurs de cet “ énième “ forum. 

La censure imposée sur Internet depuis mars 2018, est la plus longue qu’a connu le pays, mais certainement pas la seule. Depuis 2016, couper les réseaux sociaux est devenu le recours phare des autorités pour le contrôle de la communication et le démantèlement des aspirations revendicatives. 

La présidentielle de 2016 a été aussi marquée par une coupure des réseaux sociaux. Hermétiquement fermés, ils ont été rouverts à la population quelques mois après la réélection du président sortant, Idriss Deby Itno, propulsé au pouvoir en 1990 par voie de rébellion.

Pour les organisateurs de la campagne de boycott Non au forum Tchad Numérique — vu la cherté de Internet de manière générale et la coupure des réseaux sociaux depuis plus d’un an au Tchad, nous estimons que ce forum de plus, n’est pas opportun.

Un forum de plus, disent-ils, car ces derniers temps les forums se multiplient au Tchad sans toutefois donner de suites favorables aux attentes de la jeunesse. La majorité des jeunes, confrontée au chômage ou années académiques élastiques, ne sait plus à quel saint se vouer après avoir interpellé plusieurs fois les autorités, mais celles-ci, pas trop attentives aux réclamations citoyennes, interdisent quasi-automatiquement toute manifestation pacifique de la société civile et opposition politique.
