La transition au Tchad durera-t-elle plus que les 18 mois prévus ? C’est en tout cas ce que l’on peut en tout cas déduire de l’entretien du président du Conseil militaire de transition (CMT), accordé au média Jeune Afrique il y a de cela quelques jours.

Mahamat Idriss Deby Itno avait énuméré deux conditions à qui veut bien l’entendre pour une transition réussie. “Soyons clairs” avait-il dit. “Nous sommes partis pour 18 mois, et notre souhait est de ne pas aller au-delà, mais il y a deux conditions pour que ce délai soit respecté” a rappelé le général quatre étoiles qui s’est érigé à la tête du pays à la suite de la mort tragique de son père, feu Idriss Deby Itno. 

Quelles sont ces deux conditions ? Pour le nouveau locataire du Palais présidentiel “la première est que nous, Tchadiens, soyons capables de nous entendre pour avancer au rythme prévu. La seconde est que nos partenaires nous aident à financer le dialogue et les élections, car il est évident que le Trésor tchadien ne pourra pas supporter seul un tel coût. Si on s’entend et si l’on nous aide, les 18 mois sont à notre portée. Dans le cas contraire, ce sera très difficile.”

Cette déclaration unilatérale ne fait donc pas l’unanimité au sein de la classe politique. Pour l’opposant historique, Saleh Kebzabo de l’UNDR, il faut tout simplement s’attendre à une transition de 3 ans ou plus.

« Quand le président du CMT nous suggère que si les deux conditions n’étaient pas remplies, il faudrait s’attendre à une prorogation, il l’a déjà dit, donc on est prévenu ! C’est la communauté internationale, qui dès le départ, nous a forcés à aller à 18 mois et pas plus. Puisqu’ils ont accepté ce délai de 18 mois, ils vont mettre la main à la poche. Et s’ils ne le font pas, je ne protesterai pas du tout, je ne lèverai pas mon petit doigt. Je dirai que la communauté internationale veut une prorogation, tout simplement » a prévenu pour sa part le président de l’Union nationale pour la développement et le renouveau (UNDR).
