L’émergence de l’Afrique doit absolument passer par un changement de culture populaire, et surtout au plus haut niveau des États. Une culture de méritocratie, de transparence et de promotion impartiale de l’excellence, avant toute chose. 

Cependant, réunis à Sotchi pour le sommet Russie-Afrique, la plupart des chefs d’État et de gouvernement ont dans leurs discours, renoué avec leurs vieilles habitudes et jeux politiques qui consistent à accumuler des promesses et vendre des illusions, autant à leurs peuples que les investisseurs étrangers qu’ils espèrent pêcher.

Si la Russie a organisé un sommet de telle envergure, ce n’est pas pour être éduquée sur les potentialités du continent africain. Si elle a organisé un sommet qui regroupe simultanément tous les pays africains, ce n’est pas pour entendre des beaux discours de la part de certains régimes récalcitrants que tous savent se soucient que d’intérêts personnels, tels que se maintenir au pouvoir par tous les moyens possibles, au lieu de servir honnêtement et intégralement leurs peuples comme il se doit, en bon dirigeants, dignes et exemplaires. D’ailleurs, la Russie connaît le continent africain mieux que certains leaders qui estiment qu’une croissance collective de l’Afrique serait une statistique suffisante pour attirer l’attention des investisseurs potentiels, dans des économies nationales quasiment moribondes, et entretenues à l’aide de perfusions financières.

L’Afrique est en croissance certes lorsque l’on considère la rentabilité des multinationales et les réalisations de grands projets étatiques… sur dettes et qui ne sont pas parallèles à une vision de développement durable.  Une croissance collectivement positive ne veut pas non plus dire qu’au niveau individuel cela est autant le cas.

L’on retient de ce premier sommet Russie-Afrique, des beaux discours, des promesses de nature économique, mais aucun plan concret. Pour que l’Afrique émerge véritablement, il faut un climat des affaires sain, la protection des consommateurs contre les arnaques des multinationales et par les taxes abusives des autorités, dites pour le développement, mais qui en réalité ne se matérialise pas. Il faut aussi, une justice équitable et une administration impartiale qui encourage un esprit citoyenneté au service de la nation, et non aller de sommet en sommet sans rien apporter en retour.

Certains dirigeants en sont conscients et se sont rendus humblement à Sotchi, non pas pour l’intérêt propre de allégeance politiques, mais plutôt pour celui du peuple. À ces dirigeants, bravo.
