L’absentéisme chronique de Paul Biya aux sommets de Chefs d’État ne passe pas inaperçu

Le président camerounais, Paul Biya, est incontestablement le moins mobile et extraverti de tous ses homologues de l’Afrique centrale, voire du continent africain tout entier. Lorsque tout le monde se réunit, Biya, lui préfère plutôt se faire représenter par un membre de son Gouvernement, de préférence son Premier ministre. Au pouvoir depuis 37 ans, celui que l’on surnomme « le dinosaure » ne se contente que de quelques visites officielles l’année. Il se rend très rarement aux sommets de Chefs d’État où des dossiers importants nécessitent souvent la présence physique des leaders des peuples concernés.

Le 29 novembre dernier, le Chef d’État camerounais a une fois de plus boudé un sommet extraordinaire de la Commission du bassin du lac Tchad (CBLT) qui a eu lieu à N’Djamena dans le cadre de coopération sécuritaire et de lutte contre le groupuscule terroriste Boko Haram, qui continue de défier toutes les forces militaires de la sous-région réunies et n’épargne guère de ses cibles le Cameroun.

Paul Biya, 86 ans, s’en fout-il de la diplomatie et de l’intégration africaine ? Ou bien, s’agit-il de son âge avancé qui ne lui permet plus de se déplacer aisément ? Pour bon nombre d’observateurs, cette attitude d’absentéisme récurrent est tout simplement une négligence inadmissible.

Importe peu la raison de son absence répétitive, ce comportement ne passe pas inaperçu au-delà de la sous-région.

Hier, dimanche 24 mars, la 14e session ordinaire de la Conférence des Chefs d’État de la Communauté économique et monétaire de l’Afrique centrale (CEMAC), sous le thème « Redynamiser l’intégration régionale et restaurer la sécurité en zone CEMAC pour le renforcement des reformes économiques » à N’Djamena, a été marquée par la énième absence du président camerounais. Néanmoins, il a été « désigné » par ses pairs pour diriger ladite organisation durant le mandat tournant de deux ans. S’agit-il d’une stratégie de ses homologues afin d’inciter le Chef d’État virtuel à découvrir de nouveau le monde réel ? En tout cas, les deux prochaines années de son mandat nous en diront davantage.

Pour remédier à cette forme de négligence de haut niveau, certains observateurs n’ont pas manqué de préconiser des sanctions contre tout Chef d’État qui brille à travers son absence aux rencontres dont il est censé être présent.
