L’INTERVIEW : « Je pense que si le poste de vice-président venait à être créé, ce serait difficile de confier ce poste à un membre de l’opposition démocratique »

NDJ24 : Bonjour Kally. Merci de répondre à nos questions. Ces derniers jours, le débat politique est très orienté sur la question d’un éventuel poste de vice-président au Tchad. À quel genre de configuration avons-nous affaire quant on parle d’un président et d’un (e) vice-président (e) dans une République ?

Au sortir du forum national inclusif d’avril 2018 ayant abouti à la 4ème République, le Tchad a adopté un régime présidentiel. Le poste de premier ministre étant supprimé, le Président assume tout le pouvoir et devient président de la République et Chef du gouvernement. Le poste de vice-présidence entre également dans le cadre du même régime présidentiel. Il est considéré dans certains cas comme le suppliant du Président de la République en cas de vacances de son chef. Le vice président est un membre du cabinet du Président et de facto il est nommé par le président lui même.

NDJ24 : Pensez-vous que le/la vice-président (e) doit être un membre de l’opposition ou peut être de la mouvance présidentielle ?

Comme nous l’avons démontré ci-haut, le vice président est un membre du cabinet du président. Il est clair que le président ne va pas confier ce poste à un ennemi, sachant que le vice président est appelé à le remplacer en cas de quoi. Je pense que si le poste de vice-président venait à être créé, ce serait difficile de confier ce poste à un membre de l’opposition démocratique.

NDJ24 : Par quelle voie le/la vice-président (e) doit être installé (e)? Vote ou nomination ?

Selon le régime d’un pays, le vice président est soit élu par le parlement ou nommé par le président de la République. Mais comme au Tchad on parle d’un régime présidentiel, le Président peut nommer le vice-président.

NDJ24 : Qui souhaitez-vous voir comme vice-président (e) du Tchad si le poste venait à être institué ? À supposer bien entendu, que le MPS demeure au pouvoir.

D’abord il faut se poser la question sur le motif derrière la création de ce poste. Sachant que le sujet autour de l’alternance politique ne semble pas préoccuper les organisateurs du forum, l’idée de la création de ce poste serait-elle de nommer un proche du président à ce poste ? Par proche, j’entends là par un de ses fils ou un parent proche. Car il ne faut pas se voiler la face, il n’y a aucune volonté de passer le pouvoir pacifiquement à un autre tchadien en dehors du cercle au pouvoir. Mais dans la norme des choses, je souhaiterais voir à ce poste, un jeune ou une femme qui peut faire l’unanimité des tchadiens en terme de bonne moralité.
