N’Djamena, une mairie à problème

La capitale du Tchad, N’Djamena, est visiblement une mairie à problème. Érigée en province, son statut légal ressemble à celui des 22 autres provinces du pays. Par la suite, divisée en dix arrondissements dirigés par des maires, elle est globalement sous les commandes d’un maire (principal), à son tour subordonné au délégué général du gouvernement auprès de la commune de N’Djamena.

Ce lundi 24 mai, c’est en effet, le délégué général qui a suspendu le maire sortant, Saleh Abdelaziz Damane, pour insubordination notoire à l’égard de sa hiérarchie, après seulement 8 mois de service.

Nommé par le conseil municipal en octobre 2018, Saleh AbdelazizvDamane, a remplacé à ce poste l’ex-maire de la ville, Mariam Djimet, éjectée de la mairie après une brève suspension par le gouvernement pour fautes financières graves.

Ce n’est pourtant pas la première fois que Saleh Abdelaziz Damane fait son passage à la tête de la mairie. Nommé une première fois en 2012, il a été renvoyé de ses fonctions deux ans plus tard, pour mauvaise gestion, soit en 2014.

Dans l’histoire récente de la ville-capitale, le départ de la quasi-totalité des maires qui se sont succédés a été précipité par un scandale de mauvaise gestion, détournement, abus d’autorité et trafic d’influence.

Parallèlement, aucune réalisation sérieuse n’est à mettre à l’actif des maires déchus, malgré les moyens colossaux pour le développement de la ville, dont les autorités centrales du pays ont promis de transformer en vitrine de l’Afrique centrale. Mais pour le moment présent, N’Djamena, avec ses déchets jetés à l’air libre, caniveaux débordés, rues presqu’impraticables pendant la saison pluvieuse, et surtout l’instabilité de l’exécutif municipal, semble être plutôt être un calvaire pour ces habitants.
