TweetAlors que nous célébrons la quatrième Journée internationale de l’éducation, notre monde se trouve à un tournant.
Des inégalités criantes, une planète abîmée, une polarisation croissante et les conséquences désastreuses de la pandémie nous placent devant un choix générationnel : continuer sur une voie non durable ou changer radicalement de cap.
L’éducation peut nous aider à résoudre tous ces problèmes – mais elle doit relever de sérieux défis.
Nous n’avons pas encore tenu notre engagement de garantir le droit à une éducation de qualité pour tous. Les perturbations engendrées par la COVID-19 n’ont fait qu’exacerber une crise de l’éducation qui, même avant la pandémie, privait d’éducation 268 millions d’enfants, en particulier des filles. En raison de cette exclusion, des millions d’enfants, de jeunes et d’adultes sont exposés à la pauvreté, à la violence et à l’exploitation.
En ces temps exceptionnels, le statu quo n’est plus envisageable. Si nous voulons transformer l’avenir, si nous voulons changer de cap, nous devons repenser l’éducation.
Il s’agit de forger un nouveau contrat social pour l’éducation, comme le propose le rapport de l’UNESCO sur Les futurs de l’éducation, publié en novembre dernier. Nous devons réparer les injustices du passé et orienter la transformation numérique vers l’inclusion et l’équité. Il faut également faire en sorte que l’éducation contribue pleinement au développement durable – par exemple, en intégrant l’éducation à l’environnement dans tous les programmes scolaires et en formant les enseignants dans ce domaine.
Pour ce faire, nous devons soutenir financièrement l’éducation, en gardant à l’esprit qu’il ne s’agit pas d’une dépense, mais d’un investissement. C’est pourquoi nos États membres ont réaffirmé, dans la Déclaration de Paris adoptée lors de la Réunion mondiale de l’UNESCO sur l’éducation en novembre dernier, leur engagement à consacrer au moins 4 % du PIB ou au moins 15 % des dépenses publiques à l’éducation.
Nous devons également renforcer l’aide internationale et la coopération mondiale, car cette pandémie nous rappelle brutalement à quel point nos sociétés sont fragiles et interconnectées. Ce n’est qu’ensemble que nous pourrons réaliser ce changement, par la solidarité et la coopération.
Cela suppose de mettre en place un vaste mouvement englobant les gouvernements, la société civile, les éducateurs, les étudiants et les jeunes afin de mobiliser notre intelligence collective et de réimaginer notre avenir ensemble.
Tel est notre message à l’occasion de cette Journée internationale de l’éducation – parce que l’éducation est un bien commun, un droit fondamental et le fondement d’un avenir durable.
