Redéfinir l’approche pour lutter contre l’insécurité dans les villes du Tchad : Développement des initiatives locales en faveur

Dans la matinée du 13 février 2020, une dame a été brutalement tuée. C’est l’autre cas de multiples situations d’agression et d’assassinat que connait mon pays, le Tchad.

Suite à l’assassinat fâcheux de Maman Mopi Célestine (Que Dieu tout puissant accueille son âme dans son royaume), je voudrais partager avec tous une méthodologie pour lutter contre l’augmentation accrue de l’insécurité dans la ville de N’Djamena et dans plusieurs autres villes du Tchad.

La situation économique est plus que critique aujourd’hui dans mon pays, le Tchad. Ceci vient amplifiée la pauvreté qui est généralisée et qui frappe durement la jeunesse, qui constitue plus de 70% de la population.

Les jeunes, déjà sans emploi et ayant peu de perspectives et peu d’espoir pour leur avenir, pourraient, se laisser à tout pour la survie. Ceci expliquerait la montée de l’insécurité dans nos différents quartiers. Oui un jeune sans espoir peut être un danger pour la communauté… Un danger dont il est souvent victime lui-même. Vous conviendrez avec moi, que l’instinct de survie peut nous pousser à faire l’impossible : traverser le désert, tenter de traverser la méditerranée, être briguant, etc.

Ces jeunes sont-ils un échec, NON, je ne pense. Pour pallier à ce il faut de toute urgence développer des stratégies locales pour l’autonomisation des jeunes à travers le développement de la main d’œuvre, l’entrepreneuriat et avant tout ceci renforcer l’esprit citoyen et l’intelligence entrepreneuriale. Et bien, il faut une implication de la POLICE NATIONALE dans ce processus. Pour cela, il faut redéfinir le rôle de la police dans la lutte contre l’insécurité, la monté de la violence. Vous vous demandez sûrement comment ?

La police est connue pour sa répression, pour sa brutalité, j’en passe.

Et si celle-ci change cette narrative en devenant une police de solution au lieu de répression ! Et si celle-ci décide de résoudre la source du problème au lieu de s’acculer de travail à faire la poursuite des briguant qu’elle ne retrouve presque jamais… Oups j’oubliais, quand elle en trouve, elle fait un point de presse digne d’annonce de la chute du mur de Berlin.

Résoudre la source du problème, cette source qui est pour la plus grande part : le manque d’emploi, de ressources ou encore de quoi manger. Bref la Pauvreté.

Je voudrais partager des initiatives qui m’ont particulièrement touchées lors de ma participation au Programme de Leadership des Visiteurs Internationaux #IVLP aux USA.

Ces programmes mis en œuvre dans deux villes différentes, à savoir San Diego et Atlanta, sont :

1. au Département du shérif du comté de San Diego : programmes Explorer et RESPECT: programmes du Shérif pour les jeunes qui offrent du mentorat et du renforcement du caractère aux jeunes à risque et explorent l’application des lois comme une carrière pour les jeunes hommes et femmes.
* Explores: le programme d’exploration de l’application de la loi est parrainé par le département du shérif du comté de San Diego en coopération avec les Boy Scouts of America. Grâce à une interaction directe avec les agents de police sur le terrain, les détectives et le personnel de soutien, un jeune est motivé à développer son intérêt pour la profession de policier en tant que carrière. * Le projet RESPECT est un programme de développement du caractère et de mentorat conçu pour les adolescents. Développé en 2014 par le département du shérif du comté de San Diego, le programme de 16 semaines vise à réduire la délinquance juvénile, à réduire la récidive et à offrir des alternatives aux gangs de rue, à la toxicomanie et à une vie emprisonnée dans le système de justice pénale. NB : Le Shérif (chef de la police du comté) est élu et est autonome, répond à la population et non à une autorité qui le nomme… Vive le fédéralisme américain. (J’en parlerai dans une autre publication)

2. Atlanta Police Athletic League (PAL) : Une organisation sous tutelle du département de la police d’Atlanta en Géorgie, aux États-Unis d’Amérique. Ils servent les jeunes de 6 à 18 ans en mettant en œuvre des activités sportives et académiques constructives et soigneusement planifiées visant à enseigner les principes moraux, civiques, académiques et sociaux aux jeunes à risque dans un environnement sûr et stimulant. Ils soutiennent plus de 3000 enfants chaque année grâce à des programmes tels que le camp d’été pour les jeunes, les ligues sportives pour les jeunes et le programme parascolaire avec tutorat dans deux centres distincts du centre-ville d’Atlanta. Dans ces exemples ont comprend combien la police a voulu changer la perception de la lutte contre la délinquance, l’insécurité et plusieurs autres maux en adoptant une stratégie plus inclusive, une approche qui se rapproche de la communauté. Car elle n’a pas pour mission de faire du mal à la population mais de la protéger. Et la protéger ne passe pas que les arrestations, les patrouilles et la poursuite des malfrats, mais de les intégrer et surtout de faire de ces derniers les ambassadeurs de la police et les acteurs du maintien de l’ordre.

Plusieurs autres retombées positives pourraient sortir de la mise en place d’un tel cadre au Tchad. Un processus long, qui nécessite beaucoup de patience mais à fort impact sur le long terme dans la vie de ces jeunes, dans la sécurité de la communauté et encore plus pour le développement de l’employabilité des jeunes.

Nous voulons une jeunesse prospère, il faut investir dans tout le processus de sa construction…

Créer l’avenir du Tchad à travers sa jeunesse… Je reste ouvert à un débat avec la police pour un partage d’expérience.

Car il ne suffit pas de traquer ces malfrats mais il faut éradiquer ce fléau dans notre communauté..

Que la mort de Maman Mopi nous serve de point de réflexion sur les solutions durables pour une meilleure sécurité dans nos quartiers. Que plus personne ne perde la vie en vaguant à ces activités quotidiennes. Que nos rues soient remplies des citoyens conscients au lieu des inconscients sans scrupule.
